The Federal Commission for the Protection against Sanitary Risks (COFEPRIS) establishes the rules for regulating cosmetics and collaborates with the Office of the Federal Prosecutor for the Consumer (PROFECO) to monitor their commercialization.

COFEPRIS's and PROFECO’s primary functions include:
