Regulatory Update China is now part of the Hague Convention of Apostille

Starting November 7th, 2023, Mexican Representations in China will no longer issue legalizations; instead, Chinese public documents must be apostilled by the corresponding Chinese authorities to be valid in Mexico.

Mainland China has recently acceded to the Convention of October 5th, 1961, Abolishing the Requirement of Legalization for Foreign Public Documents (1961 Apostille Convention) on March 8th, 2023. This convention aims to simplify the process of legalizing foreign public documents and reduce time-consuming procedures. The new regulations will come into force from November 7th, 2023, and will impact individuals and businesses that require the use of documents from China in other countries.


The Ministry of Foreign Affairs of Mexico has recently issued a notice about consular services, stating that from November 7th, 2023, the Mexican representations in China will no longer issue legalizations due to the accession of the People's Republic of China to the Hague Apostille Convention. From that date, any Chinese document that needs to be recognized as valid in Mexico must be apostilled by the corresponding Chinese authorities.

Regulatory framework

As per Article 86 of the reglament of the Mexican Foreign Service Law, any documents issued abroad from countries that are part of the Hague Convention, which eliminates the legalization of foreign public documents, must be apostilled by the competent authorities of the issuing country.

Effects from the ra update

For any documents originating from China to be recognized as valid in Mexico, they must undergo an apostille process starting November 7, 2023.
