VUCEM: Things you should know about the foreign trade receipt system
The Mexican Foreign Trade Receipt System (VUCEM) is the platform that allows for the digitalization and coordination of many of the necessary procedures for importing goods into Mexico. Previously, these processes were carried out in person and with different agencies, which could lead to delays and duplication of documents. With the creation of VUCEM, a large part of these procedures was integrated into a single system, speeding up communication between authorities and facilitating the flow of information.
VUCEM is part of the "digital backdrop" of almost all foreign trade operations.
It is the official platform for foreign trade procedures
VUCEM acts as a centralized point for managing procedures related to import and export. By allowing different agencies to operate within the same platform, processes are streamlined, duplication of information is avoided, and clearer and more uniform control is maintained.
Allows entry of permits and authorizations
VUCEM is also the channel through which import permits for regulated products are submitted. Authorities such as the Federal Commission for the Protection against Sanitary Risks (COFEPRIS), the Secretariat of Environment and Natural Resources (SEMARNAT), and the Secretariat of Agriculture and Rural Development (SADER) analyze and authorize these requests from the same platform. By centralizing the reception, validation, and notification of permits, the process becomes more efficient and eliminates the need for in-person procedures.
Facilitates sending and receiving electronic documents
In addition to permits, VUCEM allows uploading documents that are part of foreign trade operations. This may include attachments, letters, prior authorizations, or information required by the authority to complete a procedure. Centralizing these documents in a single system reduces errors, avoids duplications, and improves the organization of the information involved in each operation.
Concentrates communication with various authorities
One of the great benefits of VUCEM is that it integrates various government institutions related to foreign trade into a single platform. Through this system, it is possible to interact digitally with authorities such as the Tax Administration Service (SAT), COFEPRIS, SEMARNAT, SADER, and the Ministry of Economy. This facilitates coordination and prevents the importer from having to communicate with each agency separately.
Offers traceability and transparency in procedures
The platform offers greater visibility on the status of procedures, which promotes transparency and allows for better control and monitoring of import and export operations.
Access and Essential Requirements
To be able to use and operate within the Single Window, the fundamental requirement is to possess a valid Advanced Electronic Signature (e.firma), which is issued by the SAT (Tax Administration Service). The e.firma is the digital key that guarantees the legal validity and security of all operations and documents presented. Additionally, it is necessary to carry out the initial registration and the activation of the users who will manage the import and export procedures within the system.
Conclusion
VUCEM turns out to be a fundamental pillar in the modernization of Mexican logistics. Far from being just a technological tool, it represents an integral platform that centralizes and digitizes foreign trade procedures, transforming the way importers, exporters, customs brokers, and the various governmental agencies involved operate. The implementation of VUCEM has implied a necessary update and adaptation to new technologies by all foreign trade actors.
