COFEPRIS optimizes the Advertising Notice for cosmetic products
As of July 15, 2026, the Federal Commission for the Protection against Sanitary Risk (Cofepris) and the Digital Transformation and Telecommunications Agency (ATDT) enabled an improvement in the DIGIPRIS platform that allows companies in the cosmetic sector to select multiple distribution channels in a single Advertising Notice for Cosmetic Products per brand.
This update optimizes regulatory management and resolves the duplication of administrative burdens. On July 15, 2026, Cofepris, in a coordinated effort and with the technical support of the recently consolidated ATDT, announced the integration of a functional improvement to the platform. This update consists of the technical and computing enablement for regulated entities to select two or more distribution channels in the processing of a single Advertising Notice for Cosmetic Products per brand.
Prior to this modification, companies in the cosmetic sector were forced to initiate and carry out independent procedures for each channel in which they intended to exhibit their campaigns (for example, one procedure for digital media, another for television, and one more for print media, etc.), which saturated the system's processing capabilities and slowed down companies' omnichannel strategies.
REGULATORY FRAMEWORK:
The procedure strictly retains its self-managed nature, and the obligation for regulatory compliance remains unchanged. The legal ecosystem governing this update consists of the following substantive pillars:
General Health Law (LGS) - Article 270: Establishes the obligation for those responsible for the manufacture or marketing of cosmetic products to submit an Advertising Notice per brand before proceeding with its distribution in the national market.
Regulation of the LGS on Advertising (RLGSMP): Sets technical guidelines, veracity requirements, and restrictions on claims in order to prevent advertising from attributing therapeutic or curative qualities, or inducing error in products whose purpose is strictly aesthetic or hygienic.
Processing scheme in DIGIPRIS: Through the optimization of the digital system, the process will be executed under the following technical parameters:
Unification of Media: Parameterized selection of channels (digital platforms, social networks, television, radio, billboards) in the same electronic form.
Transparency and Surveillance: Cofepris explicitly has surveillance powers. In the event of detecting forgery, alteration, or any type of inconsistency in the declared information, the authority will proceed with the application of security measures (suspension of advertising) and administrative sanctions in accordance with the law.
